What is Global Public Procurement?

The GlobalPublic Procurement market is an open and specialized procurement market in which various companies around the world compete for bidding and projects ordered by public procurement agencies, international organizations, multilateral development banks, etc.

Why Global Public Procurement?

The U.S. federal government procurement market, in particular, is one of the world's largest single procurement markets, amounting to about 800 trillion won ($555.9 billion) as of 2021, and is a market with huge potential market for Korean companies.
OECD countries operate about 15% to 17% of their GDP on public procurement budgets, indicating its growing importance.

History

2017- 2018

  • Establishment of an International Bidding Procurement Team within the law firm Yulchon by recruiting professionals who have completed the KAIST Business School course and senior consultants for overseas business development

2018-2019

  • Implementation of several government and private projects related to supporting expansion to the global procurement market, such as the Public Procurement Service's “Strategic Export Enterprise Development Project”, the Korea Health Industry Development Institute (KHIDI)“International Competitive Bidding Consulting Program”, and Knowledge Sharing Program with Costa Rica

2020

  • Discussion to establish a separate consulting firm led by the International Bidding Procurement Team in cooperation with the partners of Yulchon
  • Establishment of Living Tree, LLC in the US
  • Establishment of Living Tree, Inc. in South Korea

2021

  • MOU with the US Government Contractors Association (GCA)
  • Perform KHIDI projects:
    “International Competitive Bidding Consulting Program” and
    “Overseas Expansion of Health Industry Companies in Korea”
    Provide consultations for business expansion to the global procurement

Kim.Man Ki

Overview

Professor Man Ki Kim is a Program Director for IGMP (IBC & Public Procurement Management Program) and CGPP (Center for Global Public Procurement)of KAIST Business College. He is also a Senior Consultant at Yulchon who specializes in Global Public Procurement. As an expert in Global Public Procurement, he studied and researched various topics and projects for EU, UN, US, MDBs and various countries. Professor Kim studied at King’s College London, Macquarie University in Sydney, as well as at Georgetown University and Dankuk University, and earned his MA in International Marketing from Macquarie University. Professor Kim worked as an executive in various businesses. As such, he has extensive experience in global management and acquisition & contract management in Australia, the U.S., the Middle East, Africa, and Europe. Professor Kim is recognized as a leading expert in Defense Procurement, Overseas Public Procurement, and International Competitive Bids, due largely to his experience in these fields.

Professor Kim lived abroad for decades and has received many official accolades, such as the Gold Leadership Award from the Korean American Coalition; Golden Peace Medal from the Federation of the Mongolian Government; National Leadership Award from the National Republican Congressional Committee; and Commendation from the Prime Minister of Korea. Professor is currently advising the Public Procurement Service of Korea, G-PASS Export Association of Korea, Korea Health Industry Development Institute, and other Korean government agencies. He also serves as an advisor for Nonprofit Organizations such as the Inter-Korea Foundation for Health and Medical Education and the Foundation for International Culture & Education.
